This is a display stand for lego toy characters. The thing that they are trying to do was make something that will help the legos go on the wall and be showed as a display. The people who might use this is people who make toys or other things to be displayed on the walls and be showed on the wall for other people. Also people who want to decorate their room or office or any other place. In the picture below it looks like they used this to decorate their room.
